You need to come in and talk to an artist in person to get a quote.

does this shop allow people under 18 to come in, i know that some shops don't

With a parent. Until you are 18 I can't converse with you about a tattoo in a professional situation without your parent present. I would only doe so in the event you were turning 18 in less than month or so. It's a grey area legally. Because minors are protected under a whole different set of laws.
